Investment Policies







Investment Direction Domestic and foreign investors are encouraged by the Port Development Zone to establish productive industries, especially industries with advanced technology and export products. They are also encouraged to be engaged in service sectors and construction of infrastructures. All items in conformity with the industrial policy of the State are welcomed to invest in the Port Development Zone.

Items encouraged by the Port Development Zone are mainly
1. Petrochemical and chemical industry
2. Bioengineering and medicine industry
3. Automobile and machine building
4. Electronic industry
5. Energy and raw materials
6. New building materials
7. Light industrial products
8. Production and living services
9. Infrastructures including harbor(for public harbors or jetties, if joint venture, one of the partners must be Chinese) and land reclamation etc
10. Foodstuffs
11. Other new industries

Investment Form and Registered Capital

1j Investment forms:
Solely foreign investment
Sino-foreign joint venture
Sino-foreign cooperation

2j For Sino-foreign joint ventures or cooperations, the portion invested by the foreign side should be no less than 25% of the registered capital.

3j Payment duration: For payment by installments, the first sum of money, amounting to 15% of the registered capital, should be paid within three months after the business license is issued. For lump-sum payment, all the registered capital should be paid off within six months after the business license is issued.

4j Proportion of registered capital
* For projects with total investment below or equivalent to US$ 3 million, 70% of that sum should be taken as the registered capital.
* For projects with total investment above US$ 3 million and below or equivalent to US$ 10 million, 50% of that sum should be taken as the registered capital. (of which if the total investment is below US$ 4,2 million, the registered capital should be no less than US$ 2,1 million.)
* For projects with total investment above US$ 10 million and below or equivalent to US$ 30 million, 40% of that sum should be taken as the registered capital, (of which if the total investment is below US$ 12,5 million, the registered capital should be no less than US$ 5 million.)
* For projects with total investment above US$ 30 million, 33.3% of that sum should be taken as the registered capital. (of which if the total investment is below US$ 36 million, the registered capital should be no less than US$ 12 million.)
